With over three decades of grassroots experience, ROSA is committed to promoting inclusive, sustainable, and community-driven development among vulnerable and marginalised populations, including women, children, artisanal fisherfolk, landless labourers, and smallholder farmers.

What began as a small initiative focused on women’s development in coastal villages has evolved into a well-recognised development organisation operating across Mayiladuthurai and Nagapattinam districts in Tamil Nadu, as well as Karaikal district of Puducherry. ROSA is registered under the Indian Trusts Act and holds 12AA and 80G certifications, ensuring transparency, accountability, and credibility for donor partnerships, CSR collaborations, and government convergence initiatives.

ROSA’s core approach is centered on strengthening livelihoods, building resilience, and empowering communities through integrated development programmes. A key focus area is entrepreneurship development and small enterprise promotion, where ROSA supports rural women and youth through skill training, business development services, financial literacy, and market linkages. The organisation actively facilitates convergence with government schemes to enable access to subsidies, institutional credit, and welfare benefits. In addition, ROSA provides seed funding and revolving fund support to promote micro and small enterprises, enhancing income generation, financial inclusion, and long-term economic sustainability.

Operating in a climate-sensitive coastal belt, ROSA places strong emphasis on environmental conservation and climate resilience. Its programmes focus on coastal ecosystem protection, sustainable natural resource management, disaster risk reduction, and climate adaptation practices. These interventions aim to safeguard livelihoods while promoting environmentally responsible community development.

Women empowerment is at the heart of ROSA’s mission. The organisation works to strengthen women’s collectives, enhance leadership skills, and promote gender equality across all interventions. ROSA actively addresses violence against women, including domestic violence and workplace harassment, through awareness campaigns, legal literacy, counselling support, and referral services. It also conducts awareness programmes on the Prevention of Sexual Harassment (POSH) Act to promote safe and inclusive work environments, particularly for women in informal and unorganised sectors.

ROSA is equally committed to child rights and early childhood development, focusing on health, nutrition, pre-school education, and overall well-being of children. As part of its child protection initiatives, the organisation raises awareness on the Protection of Children from Sexual Offences (POCSO) Act among parents, teachers, and community stakeholders to create safe and protective environments for children.

Recognising the importance of youth as agents of change, ROSA implements youth development programmes that include education support, life skills training, career guidance, and employability enhancement. The organisation also integrates awareness on gender sensitivity, workplace safety (POSH), and child protection (POCSO), fostering responsible, informed, and socially conscious young leaders.

Over the years, ROSA has collaborated with leading national and international agencies, including DANIDA, DFID, ActionAid, CARE India, Women’s Learning Centre (WLC), the British High Commission, TK Foundation, Tamil Nadu Corporation for Development of Women (TNCWD), DST–TIFAC, TANUVAS, Fisheries College & Research Institute, and various government departments. These partnerships have strengthened ROSA’s technical expertise, expanded outreach, and enabled scalable and impactful development interventions.

Rural Organisation for Social Action (ROSA) is a not for profit organisation established in 1990 in Tharangambadi (Tranquebar), a coastal region in Mayiladuthurai District, Tamil Nadu, India.
